**In one line:** On 13 October 2026, BIMSTEC's Home Ministers met for the first time, in New Delhi, and adopted the Delhi Declaration with five instruments against terrorism, drugs, trafficking, illicit money and disasters.

The first meeting of BIMSTEC Home Ministers was held in New Delhi on 13 October 2026, chaired by Union Home Minister Amit Shah. All seven members took part: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand. The meeting adopted the Delhi Declaration, which calls the Bay of Bengal region a common security space and "strongly condemned terrorism and violent extremism in all its forms and manifestations, including cross-border terrorism". The idea of such a meeting dates to the Fourth BIMSTEC Summit in Kathmandu in 2018, which decided to hold Home Ministers' meetings alongside meetings of national security chiefs. The Sixth Summit in Bangkok on 4 April 2025 welcomed the mechanism, and India offered to host the first meeting.

The ministers approved five instruments: a BIMSTEC Convention against Trafficking in Persons covering prevention, criminalisation and victim protection; a Plan of Action on Drug Control against trafficking in narcotics, psychotropic substances and precursor chemicals; an MoU on capacity building to combat money laundering and terror financing; a Plan of Action on illicit financial flows; and a Plan of Action on preparedness and coordination for natural disasters in the Bay of Bengal region, including tsunami risk reduction. The declaration asks members to implement the 2022 Convention on Mutual Legal Assistance in Criminal Matters, signed at the Fifth Summit in Colombo, and to finalise proposed conventions on extradition and the transfer of sentenced persons. It also flags criminal groups that traffic people into forced work in online scam centres and calls for a victim-centred approach.

Amit Shah said India follows "zero tolerance" towards terrorism and asked members to ensure that terrorists find no safe havens and cannot raise funds anywhere in the region. He called for timely sharing of actionable intelligence and "a whole-of-region approach to tackle the problem of narcotics", saying India believes drug trafficking is essentially "death trafficking". India offered to share expertise in police training, counter-terrorism operations and forensic investigation. Within BIMSTEC, India leads the Security pillar, which covers counter-terrorism and transnational crime, disaster management and energy security. The declaration gives the grouping's Joint Working Group on Counter-Terrorism and Transnational Crime the job of following up, so its value will depend on whether members actually ratify and use these instruments.

## Mains practice question

BIMSTEC is increasingly presented as a security community for the Bay of Bengal. Examine the significance of the first BIMSTEC Home Ministers' meeting for India's regional security interests, and the limits it faces. (250 words)

### Model answer

The first BIMSTEC Home Ministers' meeting, held in New Delhi on 13 October 2026, adopted the Delhi Declaration and five instruments on trafficking, drugs, terror financing, illicit flows and disasters.

## Significance for India
- **Counter-terrorism:** the declaration condemns cross-border terrorism "in all its forms and manifestations", language India seeks in every forum.
- **Institutions:** BIMSTEC adopted its Charter in Colombo in 2022 (in force 20 May 2024); a regular Home Ministers' track adds a working layer to it.
- **Legal cooperation:** members are asked to implement the 2022 Convention on Mutual Legal Assistance and to finalise conventions on extradition and transfer of sentenced persons.
- **Narcotics and terror finance:** a Plan of Action on Drug Control and an MoU on money laundering and terror financing address the narco-terror link.
- **Leadership:** India leads the Security pillar and offered training in policing, counter-terrorism and forensics.
- **Disasters:** a Plan of Action covers early warning and tsunami risk in the Bay of Bengal.

## Limits
- Instruments need ratification and implementation; several conventions are still only proposed.
- Much rests on the Joint Working Group on Counter-Terrorism and Transnational Crime, a modest mechanism.

## Way forward
- Fast-track the extradition and sentenced-persons conventions.
- Build real-time intelligence and financial-intelligence links, as Amit Shah urged.
- Fund the Secretariat and working groups to match the new agenda.

The Delhi meeting gives BIMSTEC a security agenda; turning declarations into enforceable cooperation is the next test of India's neighbourhood policy.

## The basics

## Why this matters

BIMSTEC links South Asia with South-East Asia around the Bay of Bengal. Over three decades it has gained a secretariat, a Charter and now a Home Ministers' track. For UPSC, BIMSTEC is a frequent Prelims topic and a standard Mains example of India's 'Neighbourhood First' and 'Act East' thinking.

## How the grouping grew

Since the BIMSTEC Charter came into force, the grouping's work has been organised into seven pillars, each led by one member.

## What the Delhi meeting added

The Home Ministers approved five instruments and asked members to put earlier agreements to work. Two ideas run through the declaration. First, crime in the region is transnational, so it needs Mutual legal assistance in criminal matters, extradition and shared intelligence. Second, drugs, money and terror are linked, which is why drug control and terror financing were handled together.

Amit Shah's phrase for drugs, "death trafficking", and his call for a "whole-of-region approach" reflect this link. The legal tools are explained in Mutual legal assistance in criminal matters, and the grouping's background in BIMSTEC. India's role is covered in India's Security pillar in BIMSTEC.
