**In one line:** An op-ed in The Hindu (16 October 2026) argues that India's contest with Tajikistan for a 2028-29 UNSC seat tests whether India can balance its ambitions with solidarity among developing countries.

Prelims facts:
- The election for UNSC non-permanent seats for 2028-29 is due in June 2027; India and Tajikistan are contesting the Asia-Pacific seat.
- A candidate needs two-thirds of members present and voting: 129 votes if all 193 members vote.
- India has served eight non-permanent terms, most recently 2021-22, and lost contested elections in 1975 (to Pakistan) and 1996 (to Japan).
- Under Article 23 of the UN Charter, non-permanent members serve two-year terms and a retiring member is not eligible for immediate re-election.
- The op-ed argues that India's long-term aim is a permanent seat in a reformed Council, and that winning trust among developing nations may matter more than one election.

### Lancet Commission identifies 17 interlinked catastrophic threats to global health up to 2100

The Hindu, Page II (News). A Lancet Commission report by 37 experts, launched at the World Health Summit in Berlin, identifies 17 interlinked catastrophic threats to global health through 2100 and groups them by severity. Nuclear conflict and malicious use of AI are the two with extinction potential. Severe cuts to health aid could cost about 1.5 billion DALYs, about 70% of it in Sub-Saharan Africa.

Prelims facts:
- The Commission measured expected disease burden from 2025 to 2100 in Disability-Adjusted Life Years (DALYs).
- Addressing high BMI, poor diet and physical inactivity could prevent about 23.1 billion DALYs, and improving access to education could avert about 16.1 billion DALYs, the report estimates.

Mains angle: Supports the argument that health is tied to economic, environmental and security policy, and that aid cuts shift the burden to low-income regions.

### World Food Day piece calls for innovation to move food security from sufficiency to nutrition

The Hindu, Page 8 (Opinion). Marking World Food Day on 16 October, with the theme 'Innovate today, nourish tomorrow', the article notes that 645 million people face hunger and one-third of the world cannot afford a healthy diet. It credits the Green Revolution for India's move from scarcity to surplus, cites the National Food Security Act, 2013 and PMGKAY, and argues that India's innovations could guide the Global South, with the focus shifting to nutrition and climate resilience.

Prelims facts:

### Editorial questions US purchase of Russian diesel after tariffs on India over Russian oil

The Hindu, Page 8 (Editorial). The editorial notes that the US imposed a 25% tariff on India over its purchases of Russian oil, and a US law allows tariffs of up to 100% on buyers of Russian energy. Yet the US agreed to buy 800,000 tonnes of Russian diesel and the US Treasury suspended sanctions on Russian diesel exports until 7 April 2027. It calls this a case of double standards that questions the effectiveness of Western sanctions.

Prelims facts:
- The Lindsey O. Graham Sanctioning Russia and Iran Act allows US tariffs of up to 100% on countries buying Russian energy.

Mains angle: Useful for the effect of developed countries' sanctions and tariff policies on India's energy security and strategic autonomy.

### Can wildlife in India thrive without active human intervention?

The Hindu, Page 9 (Opinion). Prompted by the release of a three-year-old tigress into Buxa Tiger Reserve in West Bengal, starting a phased reintroduction, the discussion asks whether Indian wildlife can survive without active management. It notes India spends about Rs 3,500 crore a year on conservation against an estimated need of Rs 9,500 to 10,000 crore, and argues for landscape-level protection and including local communities.

Prelims facts:
- Buxa Tiger Reserve, in West Bengal, has begun a phased tiger reintroduction programme.
- The piece describes the Wildlife (Protection) Act, 1972 as mainly punitive, which can hinder scientific research.

Mains angle: Gives material on interventionist conservation (reintroduction, captive breeding) versus community-inclusive, landscape-level approaches.

### Supreme Court notice on challenge to lifelong immunity for CEC and Election Commissioners

The Hindu, Page 10 (Text & Context). The Supreme Court has issued notice to the Centre on an ADR petition challenging Section 16 of the Chief Election Commissioner and Other Election Commissioners Act, 2023, which shields current and former CECs and ECs from civil and criminal proceedings for official acts. The petitioners argue the lifelong, unconditional immunity violates Article 14; the Law Minister said it protects their independent functioning.

Prelims facts:
- Section 16 was added during the Bill's passage in the Rajya Sabha; the 2023 Act replaced a 1991 Act that had no such immunity.
- Immunity of the President and Governors under Article 361 is limited to their term of office.

Mains angle: Feeds the debate on independence versus accountability of constitutional authorities and on equality before law.

### NCW consultation links women's property rights to a women-led development model

The Hindu, Page 10 (Text & Context). A National Commission for Women consultation on women's property rights and access to justice called for moving from welfare-based compensatory justice to rights-based distributive justice. Mains angle: Useful for questions on special provisions for regions, Sixth Schedule safeguards and Centre-UT relations.

### Officials used auto-generated Form 7s to delete voters during SIR without an ECI SOP

The Hindu, Page 13 (News). During phases 2 and 3 of the Special Intensive Revision, EROs and Assistant EROs digitally signed auto-generated Form 7s as objectors to delete voters, though the ECI had issued no written SOP and their role is to adjudicate such forms. Over 87,000 names were deleted this way in Uttar Pradesh and over 95,000 in Uttarakhand.

Prelims facts:
- Form 7 is the prescribed form for objecting to an entry or seeking deletion of a name from the electoral roll.
- The forms were generated by ERONet, the ECI's digital platform for roll data; the Manual on Electoral Rolls, 2024 has no provision for EROs to file Form 7s.

Prelims facts:
- WINDS (Weather Information Network and Data System) is overseen by the Agriculture Ministry and executed by the Mahalanobis National Crop Forecast Centre.
- The IMD says ground-level sensor placement follows World Meteorological Organisation guidelines because sensor height affects readings.

Mains angle: An example of implementation gaps in technology for farmers and of how weak weather data affects crop insurance claims.

Prelims facts:
- CRZ rules are framed under the Environment (Protection) Act, 1986 and restrict development in coastal areas.
- The Expert Appraisal Committee reviews EIA reports and recommends whether to grant an environmental clearance.

Mains angle: An example of judicial scrutiny of mechanical EIA and CRZ clearances for port projects.

### Cyberattack on French supermarket fridges and the warning for India's critical infrastructure

Indian Express, Page 17 (Explained). A cyberattack manipulated refrigerator and freezer temperatures at about 700 of France's 10,000 supermarket sites, spoiling food worth millions of euros. CERT-FR warned of risks from unpatched software and exposed industrial systems, and experts trace the compromise to missed updates and internet-exposed interfaces.
