**In one line:** From 18 November 2026, China will require licences or registration to export tunnel-boring machines, high-altitude construction machinery and dredgers, calling them dual-use items.

China's Ministry of Commerce and its customs authority announced on 19 October 2026 that, from 18 November, the export of tunnel-boring machines (TBMs) and some high-altitude construction machinery will be controlled as dual-use items, meaning goods with both civilian and military uses. The list covers full-face TBMs and their specially designed parts such as cutterheads, screw conveyors, concrete segment erectors and main drive systems, plus remanufacturing technology. It also covers walking excavators able to climb vertical obstacles over 1.2 metres and ford water deeper than 1.5 metres, and plateau-type wet shotcrete machines for areas above 3,000 metres with engines over 75 kW. Dredgers and drone-related items were also brought under revised controls.

Exports to "sensitive" countries and regions that have disputes with China will need a licence. Exports to other places will need registration and reporting, and exporters and end users must pledge not to divert the goods to disputed destinations without permission. China has not named any country. A Ministry of Commerce spokesperson said the items have "clear dual-use characteristics"; the Ministry says the step meets non-proliferation obligations and that licence applications meeting the requirements would be approved. The move follows China's draft plan of 16 October to restrict exports of more than 40 advanced technologies.

For India the stakes are practical. TBMs are used for metro networks, high-speed rail, highway and hydroelectric tunnels and border-area tunnelling, and China is a dominant global supplier; Reuters, citing UN Comtrade, put China's 2025 exports of rock-cutting and tunnelling machinery at about $793 million. India has faced delays in clearing TBM imports from China before; reports said Beijing eased such curbs in August 2025, after External Affairs Minister S. Jaishankar raised them with Foreign Minister Wang Yi. Because India has an unresolved boundary with China, Indian buyers could fall under the licence track. China presents the rules as security measures; critics see a pattern of using supply chains as leverage.

## Prelims facts

- From 18 November 2026, China will control exports of tunnel-boring machines and their key parts as dual-use items.
- The list also covers walking excavators and plateau-type wet shotcrete machines for areas above 3,000 metres, along with dredgers.
- Exports to sensitive countries and regions in dispute with China need a licence; other destinations need registration and reporting.
- China's dual-use items regulation, in force from 1 December 2024, is the legal base; it builds on the Export Control Law of 2020.
- India, a member of the Wassenaar Arrangement since 2017, controls its own dual-use exports through the SCOMET list.

## Prelims practice question

With reference to China's export controls announced in October 2026, consider the following statements:
1. They apply to tunnel-boring machines and their specially designed parts.
2. They ban all exports of these items to every country.
3. They cover certain wet shotcrete machines meant for areas above 3,000 metres.
Which of the statements given above are correct?

(a) 1 and 2 only
(b) 2 and 3 only
(c) 1 and 3 only
(d) 1, 2 and 3

Answer: (c) 1 and 3 only. Statement 1 is correct: full-face TBMs and parts such as cutterheads are listed. Statement 2 is incorrect: exports to sensitive or disputed destinations need a licence, and others need registration; China says compliant applications will be approved. Statement 3 is correct: plateau-type wet shotcrete machines for areas above 3,000 metres are covered.

## UPSC previous-year questions this connects to

- UPSC Mains 2024, GS2: 'The West is fostering India as an alternative to reduce dependence on China's supply chain and as a strategic ally to counter China's political and economic dominance.' Explain this statement with examples. (https://upsc.help/pyq/q070-west-fostering-india-alternative-reduce-dependence-china/)
How to use this story in the answer: Use China's machinery export controls as a fresh example of the supply chain risk that makes diversification away from China a shared goal of India and the West.
- UPSC Mains 2025, GS3: What are the challenges before the Indian economy when the world is moving away from free trade and multilateralism to protectionism and bilateralism? How can these challenges be met? (https://upsc.help/pyq/q020-challenges-before-indian-economy-when-world-moving/)
How to use this story in the answer: Cite China's dual-use controls as a challenge for Indian infrastructure in a world moving to protectionism, and propose supplier diversification as a response.
- UPSC Mains 2024, GS3: India has a long and troubled border with China and Pakistan fraught with contentious issues. Examine the conflicting issues and security challenges along the border. Also give out the development being undertaken in these areas under the Border Area Development Programme (BADP) and Border Infrastructure and Management (BIM) Scheme. (https://upsc.help/pyq/q317-india-has-long-troubled-border-china-pakistan/)
How to use this story in the answer: Add supply of construction machinery as a constraint on border infrastructure development along the China frontier.

## Mains practice question

China's export controls on tunnel-boring and high-altitude machinery show how dual-use rules can become strategic leverage. Examine the implications for India's infrastructure and suggest a response. (150 words)

### Model answer

From 18 November 2026, China will require licences or registration for exports of tunnel-boring machines (TBMs), walking excavators and high-altitude shotcrete machines, calling them dual-use items.

## Implications for India

- **Project delays:** TBMs are used for metros, high-speed rail, highway and hydro tunnels; China is a dominant supplier.
- **Border infrastructure:** shotcrete machines for areas above 3,000 metres are listed, the terrain of Himalayan border roads and tunnels.
- **Licence track:** exports to countries in dispute with China need a licence; India has an unresolved boundary with China.
- **Past pattern:** TBM shipments to India were held up before and eased only after ministerial talks in August 2025.

## Response

- Diversify suppliers among partner countries.
- Back domestic manufacture and assembly of TBMs and key parts.
- Build trusted supply chains with partners in export control regimes such as the Wassenaar Arrangement.

Treating critical machinery as strategic, not merely commercial, is the lesson for India.

## The basics

## Why this matters

India builds metro lines, rail tunnels and Himalayan roads with machines that it largely imports, and China is the world's biggest maker of them. On 19 October 2026 China said that from 18 November, exports of tunnel-boring machines and some high-altitude construction equipment will need a licence or prior registration.

## What dual-use means

A dual-use item has both civilian and military uses. A tunnel-boring machine (TBM) can dig a metro tunnel or a military tunnel in the mountains. Most countries keep a control list of such items. Exporters must get a licence, and the state checks who the end user is and what the item will be used for.

## How the licensing works

China's rules make a distinction by destination. Exports to "sensitive" countries and regions that have disputes with China need a licence. Exports elsewhere go through registration and reporting, and buyers must not pass the goods on to disputed destinations without permission. China has not named any country. The Ministry of Commerce says applications that meet the requirements will be approved, so this is not a blanket ban.

## Why India watches closely

Earlier, China had put TBM shipments to India on hold, and reports said Beijing eased the curbs only in August 2025, after External Affairs Minister S. Jaishankar raised the issue with Foreign Minister Wang Yi. India has an unresolved boundary with China, so Indian buyers may fall on the stricter track. The new rules come days after China proposed curbs on more than 40 technologies on 16 October.

## The bigger pattern

China built a legal base for such moves with its Export Control Law of 2020 and a unified dual-use regulation in force from 1 December 2024. Western countries coordinate their own lists through the Wassenaar Arrangement, which India joined in 2017. The lesson for India is to diversify suppliers and build Tunnel boring machines at home.
