**In one line:** On 21 October 2026 Turkiye, Qatar, Pakistan and Indonesia signed the Badr memorandum in Doha to cooperate on arms production, research and training, two and a half months after the Mecca defence pact.

Turkiye, Qatar, Pakistan and Indonesia signed a defence cooperation memorandum called 'Badr' in Doha on Wednesday, 21 October 2026. Badr means 'full moon', and reports say the name symbolises the complementarity of the four countries. The memorandum was signed by their defence ministries in the presence of Turkish Defence Minister Yasar Guler, Qatar's Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman bin Hassan Al Thani, Pakistan's Defence Minister Khawaja Muhammad Asif and Indonesia's Deputy Defence Minister. Turkiye's Presidency of Defence Industries and Pakistan's defence production organisation also took part.

According to the Turkish Defence Ministry, the pact aims to promote cooperation in military production, strengthen military capabilities, and support technical military training and research and development. The four will combine their production capabilities to strengthen their defence industries and serve allied and friendly countries; the ministry said the deal has 'substantial economic importance'. Turkiye's defence industries agency spoke of joint production, technology transfer, interoperability and supply-chain integration, and the Qatar News Agency said other friendly countries may join under criteria the four agree. No clause on mutual defence has been reported.

The pact follows the Mecca Joint Defence Agreement, signed on 7 August 2026 by Saudi Arabia, Turkiye and Pakistan, under which an armed attack on any one of them is regarded as an attack on all. That pact built on a Saudi Arabia-Pakistan mutual defence agreement of September 2025. Pakistan and Turkiye are thus in both arrangements. For India, the development matters because Qatar is a major energy supplier and home to a large Indian community, and Indonesia is a comprehensive strategic partner, while Pakistan widens its defence-industrial links. Whether Badr produces joint projects, rather than declarations, remains to be seen.

## Mains practice question

New defence groupings involving Pakistan, Turkiye and Gulf states have emerged in 2025 and 2026. Examine their implications for India's interests in West Asia and suggest how India should respond. (250 words)

### Model answer

Two new arrangements stand out: the Mecca Joint Defence Agreement of 7 August 2026 (Saudi Arabia, Turkiye, Pakistan) and the Badr defence industry memorandum signed in Doha on 21 October 2026 (Turkiye, Qatar, Pakistan, Indonesia).

## What has changed
- **Mutual defence:** the Mecca pact treats an armed attack on one member as an attack on all, building on the Saudi Arabia-Pakistan agreement of September 2025.
- **Defence industry:** Badr covers military production, R&D, training, technology transfer and supply-chain integration, and is open to other friendly countries.
- **Pakistan at the centre:** it is in both, alongside Turkiye.

## Implications for India
- **Strategic:** Pakistan gains partners and wider access to defence technology and markets.
- **Diplomatic:** Qatar, a major energy supplier with a large Indian community, and Indonesia, a comprehensive strategic partner, now sit with Pakistan in a defence-industrial grouping.
- **Limits:** Badr is a memorandum, not a treaty; Saudi Arabia says the Mecca pact is not an orientation towards a military axis and does not come at the expense of its other partnerships.

## How India should respond
- Deepen bilateral energy, trade, investment and diaspora ties with Gulf states so they have a stake in good relations with India.
- Offer defence cooperation and exports to Gulf and Southeast Asian partners.
- Watch implementation, such as joint projects and exercises, rather than react to headlines.
- Use multilateral and minilateral platforms to keep its West Asia policy broad-based.

India's best insurance is to make itself an indispensable economic and security partner to each of these states individually.

## The basics

## Why this matters

On 21 October 2026, four countries signed a defence industry agreement in Doha. Two of them, Qatar and Indonesia, are important partners of India; another is Pakistan. The pact, called Badr, does not create a military alliance, but it links the arms industries of Turkiye, Qatar, Pakistan and Indonesia. It came barely two and a half months after Saudi Arabia, Turkiye and Pakistan signed a mutual defence pact in Mecca. Reading the two together is essential for questions on West Asia and on India's neighbourhood.

## What the Badr pact is

Badr is a Memorandum of understanding: a statement of intent to cooperate, not a treaty with binding military obligations. Its focus is the Defence industrial base of the four countries.

## Industrial pact or alliance?

The Mecca agreement and the Badr pact are often mentioned together, but they are different instruments. Only the Mecca agreement is reported to carry a Collective defence clause.

## How the alignments built up

## The India angle

Pakistan now sits in a defence pact with Saudi Arabia and Turkiye and in an industrial pact with Turkiye, Qatar and Indonesia. At the same time, Qatar is a major energy supplier to India and home to a large Indian community, and Indonesia is a comprehensive strategic partner of India. The Mecca Joint Defence Agreement and Badr therefore test India's ability to keep these bilateral ties insulated from Pakistan's new partnerships.
