**In one line:** India has issued 11 crore Farmer IDs, the backbone of AgriStack, five months ahead of schedule, setting up a digital base for farm credit, insurance and price support.

The Union Ministry of Agriculture and Farmers' Welfare has created 11 crore Farmer IDs, meeting the target of the Digital Agriculture Mission five months before its 31 March 2027 deadline. Agriculture Minister Shivraj Singh Chouhan announced the milestone on 24 October 2026; the count was completed by 23 October. A Farmer ID is a unique digital identity for a farmer, linked to land records, meant to give quicker and more transparent access to government schemes, bank credit, crop insurance and disaster relief, with less paperwork and repeated verification. The government says more than 6 crore farmers have already received benefits through Farmer ID-based delivery.

The Farmer ID is the core of AgriStack, one of three digital public infrastructures under the Digital Agriculture Mission, which the Union Cabinet approved on 2 September 2024 with an outlay of ₹2,817 crore, including a Central share of ₹1,940 crore. AgriStack is built from three State-held registries: the Farmers' Registry, geo-referenced village maps, and the Crop Sown Registry fed by a mobile-based Digital Crop Survey. The other two pillars are the Krishi Decision Support System, which brings together crop, soil, weather and water data, and soil profile mapping. The original plan was 6 crore IDs in 2024-25, 3 crore in 2025-26 and 2 crore in 2026-27. In February 2026 the Minister told the Rajya Sabha that over 8.47 crore IDs had been issued.

The ministry lists uses such as Kisan Credit Cards, claims under the Pradhan Mantri Fasal Bima Yojana and procurement at minimum support price, where it says the ID can cut out intermediaries. Because the ID rests on land records, its reach depends on how accurate and up to date those records are. The ministry says States and Union Territories are taking steps, under their rules, to bring tenant farmers and actual cultivators onto the platform. How well tenants, sharecroppers and women farmers without titles are covered, and how farmers' data is protected, will decide whether the ID widens access or narrows it.

## Prelims practice question

With reference to AgriStack under the Digital Agriculture Mission, consider the following:
1. Farmers' Registry
2. Geo-referenced village maps
3. Crop Sown Registry
4. National Agriculture Market (e-NAM)
How many of the above are registries that make up AgriStack?

(a) Only one
(b) Only two
(c) Only three
(d) All four

Answer: (c) Only three. AgriStack is made of three State-held registries: the Farmers' Registry, geo-referenced village maps and the Crop Sown Registry. e-NAM is a separate online trading platform for agricultural produce, not an AgriStack registry.

## Mains practice question

With 11 crore Farmer IDs created, AgriStack is becoming the base layer of farm policy. Discuss its potential for delivering credit, insurance and price support, and the concerns it raises. (250 words)

### Model answer

On 24 October 2026 the Centre announced that 11 crore Farmer IDs had been created under the Digital Agriculture Mission, five months before the 31 March 2027 deadline.

## What has been built
- Digital Agriculture Mission (approved 2 September 2024; ₹2,817 crore, Central share ₹1,940 crore).
- AgriStack: Farmers' Registry, geo-referenced village maps, Crop Sown Registry (via Digital Crop Survey).
- Krishi Decision Support System and soil profile mapping.

## Potential
- Credit: verified identity and land data can speed Kisan Credit Card loans.
- Insurance: PMFBY claims can be checked against crop sown records.
- Price support: MSP procurement linked to verified farmers, cutting intermediaries.
- Relief: targeted disaster compensation using plot-level crop data.
- Government says over 6 crore farmers have already received benefits through Farmer ID-based delivery.

## Concerns
- Tied to land records, so tenants, sharecroppers and women without titles risk exclusion.
- Errors in old land records can be locked in digitally.
- Data privacy: farm, land and financial data in one system need safeguards and consent.
- Federal design: registries are State-held, so quality will vary across States.

## Way forward
- Recognise tenants through State tenancy laws and include actual cultivators.
- Update land records alongside IDs; provide grievance redress.
- Apply data protection principles, including purpose limitation.

## Conclusion
AgriStack can make farm support faster and fairer, provided the farmer it counts is the one who actually tills the land.

## The basics

## Why this matters
India has made identity (Aadhaar) and payments (UPI) into public digital rails. Agriculture is the next sector to get one. The Farmer ID, now issued to 11 crore farmers, is the key that will open credit, insurance and price support, so its design will shape farm policy for years.

## The mission in one picture
The Digital Agriculture Mission, approved on 2 September 2024 with ₹2,817 crore, builds three Digital public infrastructure layers.

## What sits inside AgriStack
AgriStack is not one database. It is three registries held by States, linked by the Farmer ID. The Farmers' Registry records who the farmer is and which land they hold. Geo-referenced village maps place each plot. The Crop Sown Registry, filled by the Digital Crop Survey, records what is grown each season.

## How fast it grew

## What the ID is meant to do

## The catch
Because the ID is built on land records, it counts landowners well and cultivators less well. Tenants, sharecroppers and many women farmers do not hold titles. The ministry says States are bringing tenants and actual cultivators onto the platform under their rules. The test of AgriStack is whether it reaches them.
