**In one line:** Delhi's winter pollution plan began on 1 November 2026, and the CAQM has, for 5 to 20 November, ordered work-from-home and construction curbs in advance rather than waiting for the AQI to turn 'Severe'.

Delhi's Winter Action Plan 2026-27 took effect on 1 November 2026. Vehicles registered outside Delhi that do not meet BS-VI emission norms cannot enter the city until 31 January 2027, with CNG and electric vehicles and specified essential vehicles exempt. Vehicles without a valid Pollution Under Control (PUC) certificate will not get fuel. Parking charges at authorised facilities are doubled until 28 February 2027. Government and private offices must keep 50% of staff working from home until 31 January, Delhi government offices run from 10 am to 6:30 pm and MCD offices from 8:30 am to 5 pm, and dust-generating demolition and outdoor construction are barred, with a fuller construction and demolition ban planned from 10 December to 20 January. The plan sits alongside the Graded Response Action Plan (GRAP), the stage-wise emergency curbs that tighten as the Air Quality Index (AQI) worsens.

On top of this, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) issued directions on 30 October 2026 under Section 12 of its 2021 Act. From 5 to 20 November, state government and private offices in Delhi, Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar must operate with up to 50% of staff attending in person, the rest working from home; industrial units and essential services where remote work is not feasible are exempt. Dust-generating demolition and outdoor construction are restricted across the whole NCR, including linear projects such as highways, flyovers, pipelines and power lines. Railways, Metro, airports, inter-state bus terminals, hospitals, water supply and sanitation, defence and projects of national importance are exempt.

What makes the CAQM order notable is its timing. GRAP curbs are triggered when the AQI crosses thresholds; these directions came while Delhi's air was still far from 'Severe'. The Commission said it had examined daily AQI data for November from 2018 to 2025, which showed a recurring spike in early to mid-November, with 'Severe' and 'Severe+' days. It blamed local emissions, seasonal crop residue and biomass burning and other episodic events, made worse by low wind speed and a shallow atmospheric boundary layer that traps pollutants. It described the measures as "preventive in nature, limited to a specified period and geographical area". The Indian Express report links the timing to farm fires, weather and the Diwali period. Businesses and builders bear the cost of such pre-emptive curbs, and the order limits them in time and space.

## Prelims facts

- Delhi's Winter Action Plan 2026-27 began on 1 November 2026, barring non-BS-VI vehicles registered outside Delhi until 31 January 2027.
- CAQM issued directions on 30 October 2026 under Section 12 of the CAQM Act, 2021 for 5 to 20 November 2026.
- The CAQM order mandates up to 50% physical attendance in state government and private offices in Delhi and five NCR districts, and restricts dust-generating construction across the NCR.
- CAQM based the pre-emptive order on November AQI data from 2018 to 2025, which showed recurring 'Severe' and 'Severe+' days in early to mid-November.
- GRAP is a four-stage plan whose curbs tighten as AQI moves from 'Poor' to 'Very Poor', 'Severe' and 'Severe+'.

## Prelims practice question

The Commission for Air Quality Management in National Capital Region and Adjoining Areas (CAQM), which issued pre-emptive pollution curbs in October 2026, is:

(a) a constitutional body under Article 48A
(b) a statutory body set up under a 2021 Act of Parliament
(c) a committee of the Central Pollution Control Board
(d) a body set up by an executive order of the Delhi government

Answer: (b) a statutory body set up under a 2021 Act of Parliament. CAQM was first created by an ordinance in 2020 and then given statutory form by the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021. Its October 2026 directions were issued under Section 12 of that Act. Article 48A is a Directive Principle and creates no body.

## Mains practice question

Delhi-NCR's air pollution management is shifting from reactive, AQI-triggered curbs to pre-emptive measures. Discuss with reference to the CAQM's directions of October 2026, and examine their merits and limitations. (150 words)

### Model answer

On 30 October 2026 the CAQM used Section 12 of its 2021 Act to impose curbs for 5 to 20 November before air quality turned severe, while Delhi's Winter Action Plan began on 1 November.

## What changed
- GRAP is reactive: four stages triggered as AQI turns 'Poor', 'Very Poor', 'Severe' and 'Severe+'.
- CAQM's order is anticipatory: based on November AQI data from 2018 to 2025 showing recurring spikes in early to mid-November.
- Measures: up to 50% physical attendance in offices in Delhi and five NCR districts; dust-generating construction restricted across the NCR.

## Merits
- Prevents pollutant build-up when low wind and a shallow boundary layer trap emissions.
- Predictable, time-bound and area-specific curbs.

## Limitations
- Costs fall on construction workers and businesses.
- Crop residue burning and vehicle emissions need year-round action, not seasonal curbs.
- Enforcement across four states is uneven.

Pre-emptive curbs are useful only as a bridge to cutting emissions at source.

## The basics

## Why this matters
Every winter the National Capital Region chokes, and every winter the same institutions and tools are in the news: the CAQM, GRAP, the AQI, stubble burning and vehicle norms. UPSC asks both the science (which pollutants count in the AQI) and the governance (which body acts, and under which law). The October 2026 directions add a new idea: acting before the AQI crosses danger thresholds.

## Why November is the worst month
Pollution in Delhi is not only about how much is emitted but also about how well it disperses. In late autumn the winds slow down and the layer of air close to the ground, called the boundary layer, becomes shallow. Pollutants then stay trapped near the surface. Add crop residue burning in Punjab and Haryana, festive emissions and local sources such as vehicles, dust and waste burning, and the AQI spikes.

## The two toolkits
Graded Response Action Plan (GRAP) is a menu of curbs that switch on as the AQI crosses set thresholds. The new CAQM order instead uses historical data to act in advance, using the Commission's broad power under the CAQM Act, 2021.

## Reading the AQI
The National Air Quality Index turns several pollutant readings into one number and six colour-coded categories, from 'Good' to 'Severe'.

## Vehicles and the BS-VI line
Delhi's entry curb uses Bharat Stage emission norms: vehicles registered outside Delhi that are not BS-VI compliant are barred until 31 January 2027, while CNG and electric vehicles are exempt.
