**In one line:** The Centre has notified how complaints under the new rural jobs law will be handled, with a three-tier system and a 15-day deadline, but has dropped draft clauses on FIRs, panchayat review and a weekly grievance day.

On 2 November 2026, the Union Ministry of Rural Development notified the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) Grievance Redressal Rules, 2026, under the VB-G RAM G Act, 2025, the law that replaced the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). State governments must set up a three-tier mechanism at the gram panchayat, block and district levels, each with a designated Grievance Redressal Officer who receives, registers, enquires into and disposes of complaints. The District Programme Coordinator oversees the process in each district. Complaints may be filed in person, by speed post, on a digital platform designated by the Centre, by telephone helpline or by other modes a State notifies, and no grievance can be refused registration because of its format, language, mode of submission or a procedural defect.

The rules set a timetable. Complaints received on paper must be entered on the digital platform the same day, or by the next working day if that is not possible, and the complainant gets an acknowledgement with a registration number, the date of receipt and the designation of the receiving authority. The enquiry must be completed within seven working days and the complaint resolved within 15 days; anything unresolved after 15 days is escalated to the next level and tracked electronically until disposed of. The officer may call for records, reports and electronic data, and must hear the complainant where necessary. Appeals lie in accordance with Schedule I of the Act. The draft rules, published on 22 May 2026 as G.S.R. 401(E), had gone further, and The Hindu reported that key provisions were dropped from the final version.

Three draft provisions are missing from the final rules: a duty on the District Programme Coordinator, after legal advice, to ensure an FIR is lodged when a preliminary enquiry or social audit shows prima facie financial irregularity; a requirement to place action taken on grievances before intermediate and district panchayat meetings for review; and a fixed day each week when grievance officials must be available. The first two were part of the grievance framework under MGNREGA. The parent Act, passed by Parliament in December 2025 and given assent on 21 December 2025, guarantees 125 days of wage work a year instead of 100, works within normative allocations fixed for each State (States bear spending beyond them), shares costs 60:40 between the Centre and most States, and lets States pause work for up to 60 days in peak sowing and harvest seasons. Supporters see firm timelines and digital tracking as gains; the dropped clauses were the ones that tied complaints to criminal action and to review by elected local bodies.

## Mains practice question

Grievance redressal is the backbone of accountability in a rights-based welfare programme. Examine the grievance rules notified under the VB-G RAM G Act, 2025 in this light. (150 words)

### Model answer

On 2 November 2026 the Ministry of Rural Development notified grievance rules under the VB-G RAM G Act, 2025, which replaced MGNREGA. For a work guarantee, a complaint system is how a worker enforces the right.

## Strengths
- **Three tiers:** designated officers at gram panchayat, block and district levels, overseen by the District Programme Coordinator.
- **Access:** in person, speed post, digital platform, helpline; no refusal over format, language or procedural defect.
- **Clock:** enquiry in seven working days, resolution in 15 days, automatic escalation and electronic tracking.
- **Paper trail:** same-day digital entry and an acknowledgement with a registration number.

## Gaps
- The draft's FIR duty for prima facie financial irregularity was dropped.
- Panchayat and district panchayat review of action taken, part of the MGNREGA framework, was dropped.
- No fixed weekly grievance day.

## Way forward
- Link social audit findings to time-bound action.
- Publish grievance data panchayat-wise.

Timelines help, but public scrutiny makes them work.

## The basics

## Why this matters

A legal guarantee of work is only as strong as the worker's ability to complain when the work, or the wage, does not come. The rules notified on 2 November 2026 under the VB-G RAM G Act, 2025 set out how a rural worker's complaint will be received, investigated and closed.

## How a complaint will travel

The rules build three tiers, and each has a designated Grievance Redressal Officer. The District Programme Coordinator, the official who runs the scheme in a district, oversees the system.

## What changed between draft and final

Rules like these are Delegated legislation and draft rules: Parliament passes the Act, and the ministry fills in details through rules, usually after publishing a draft for comments. The draft of 22 May 2026 had three clauses that the final rules do not.

The FIR clause and the panchayat review were part of the MGNREGA framework. They tied complaints to two outside checks, the criminal law and elected local bodies, and the FIR clause was triggered by findings of a Social audit. The new rules lean on digital tracking and timelines instead.

## The bigger frame

The 2025 Act raised the guarantee to 125 days but works within State-wise normative allocations. However that debate is settled, Grievance redressal in public services is where a worker meets the system.
