Global Goal on Adaptation
In one line: The Global Goal on Adaptation, set in Article 7.1 of the Paris Agreement, aims to enhance adaptive capacity, strengthen resilience and reduce vulnerability to climate change.
Why it was hard
Unlike mitigation, which can be measured in tonnes of carbon, adaptation has no single number. For years the goal had no agreed way to track progress.
What COP30 did
At COP30 in Belém (10 to 21 November 2025), countries adopted 59 global indicators for tracking adaptation progress and called for tripling adaptation finance by 2035, though without clarity on who pays.
Why India stresses it
India says adaptation must get the same attention as mitigation. Island and coastal nations, which face sea-level rise and cyclones, depend most on it.
