The GST Council met for the 57th time in New Delhi on 8 October 2026, chaired by Union Finance Minister Nirmala Sitharaman. It recommended the complete withdrawal of arrest powers under GST by omitting Section 69 of the Central Goods and Services Tax (CGST) Act, 2017. It also recommended raising the monetary threshold for prosecution from ₹1 crore to ₹5 crore, narrowing some offences in Section 132(1), and cutting the maximum general penalty under Section 125 from ₹25,000 to ₹10,000. No show cause notice would be issued where the combined tax involved (CGST, SGST, IGST and cess) is below ₹10,000, and the pre-deposit for appeals involving only a penalty would be capped at ₹40 crore (₹20 crore CGST and ₹20 crore SGST/UTGST).

On 8 October 2026, a Bench of Chief Justice Surya Kant and Justices Joymalya Bagchi and V. Mohana said Jharkhand's 2025 rules for appointing its Director General of Police (DGP) appeared to conflict with the Supreme Court's Prakash Singh directions. The rule in question allows an officer with less than six months of service left before retirement to be considered for DGP. The Court said such a provision "prima facie seems to be directly in teeth of law laid down in Prakash Singh." Under these rules, Tadasha Mishra was appointed DGP a day before her superannuation on 31 December 2025. The challenge began as a petition by Babulal Marandi, Leader of the Opposition in the Jharkhand Assembly, and the Union government later filed its own application against the rules.
Prelims facts
- On 8 October 2026, the Supreme Court said a Jharkhand rule letting officers with under six months of residual service be considered for DGP was prima facie contrary to Prakash Singh.
- Prakash Singh v. Union of India (2006) requires a State's DGP to be chosen from the three senior-most officers empanelled by the UPSC, with a minimum two-year tenure.
- The Court's July 2018 order barred 'acting' DGPs; its March 2019 clarification set a minimum of six months of residual service for consideration.
- The amicus curiae, assisted by the UPSC, will examine whether other States' DGP laws depart from Prakash Singh.
- Police is a State subject under the Seventh Schedule, which is why State laws on DGP selection raise federal questions.

The Centre has decided to cap trade margins on about 110 non-scheduled anti-cancer drugs at 30%, according to officials quoted in reports on 8 and 9 October 2026. The cap will cover branded and generic, domestic and imported, and patented and non-patented medicines; 35 of the drugs are patented. Officials expect maximum retail prices (MRPs) to fall by up to 70%, saving patients about ₹2,500 crore a year, and said manufacturers will be required to maintain current production levels. Implementation is expected later in October 2026. The cap limits only the trade margin, the mark-up added by distributors and retailers between the manufacturer and the patient, and not the manufacturer's own selling price.
Prelims facts
- The Centre plans to cap trade margins on about 110 non-scheduled anti-cancer drugs at 30%, expecting MRPs to fall by up to 70% and patients to save about ₹2,500 crore a year.
- Non-scheduled drugs fall outside DPCO 2013 price ceilings; their makers may raise MRPs by up to 10% a year.
- In February 2019, the NPPA used Paragraph 19 of DPCO 2013 to cap trade margins on 42 non-scheduled cancer drugs at 30%.
- Trade margin is the mark-up added by distributors and retailers between the manufacturer's selling price and the MRP.
- A Supreme Court Bench of Justices Vikram Nath and Sandeep Mehta has questioned the scheduled and non-scheduled distinction; the matter is listed on 12 October 2026.

The World Meteorological Organization (WMO) said on 8 October 2026 that El Niño is firmly established and strengthening, and is expected to peak in December. Its Global Seasonal Climate Update for October to December 2026, based on a consensus of thirteen forecasting centres, gives a near-100% likelihood that El Niño persists through February 2027. Sea-surface temperatures in the central and eastern tropical Pacific are forecast to reach record levels. The WMO said the event is potentially one of the strongest since at least 1950, and Secretary-General Celeste Saulo said the ocean is "the warmest we've ever measured it."
Prelims facts

As the paddy harvest begins in north-west India, an explainer in The Hindu argues that stubble burning persists because of legal, technological and economic causes, not just farmer behaviour. Stubble is the base of the rice plant left standing after a combine harvester cuts the crop. Farmers in Punjab, Haryana and parts of Uttar Pradesh burn it between early October and the end of November to clear fields quickly for wheat. The smoke adds particulate matter and other pollutants to the winter air of the Delhi region, while the fire strips the soil of nutrients and organic matter.
Prelims facts
- The Punjab Preservation of Subsoil Water Act, 2009 bars sowing of paddy nurseries before 10 May and lets the State notify the transplanting date.
- The Act's penalty is ₹10,000 per hectare for every month or part of a month of violation.
- Delayed transplanting pushes the paddy harvest later and squeezes the window before wheat sowing, which encourages burning.
- In-situ residue management handles straw in the field (for example, the Happy Seeder); ex-situ management removes it for uses such as biogas or ethanol.
- An ISRO Space Applications Centre study found peak farm-fire activity in Punjab and Haryana shifted to around 5 p.m. by 2024, after the afternoon pass of polar satellites.

CAPF (General Administration) Act, 2026 comes into force while challenge is pending in Supreme Court
The Hindu, Page 12GS2GS3Prelims
The Centre notified 8 October 2026 as the date the Central Armed Police Forces (General Administration) Act, 2026 came into force. The Act keeps IPS deputation in the top ranks of five forces: about 50% of Inspector General posts, at least 67% of Additional Director General posts and all Special DG and DG posts. CAPF cadre officers have challenged it in the Supreme Court, which has issued notice, arguing it overrides the Court's 2025 ruling in Sanjay Prakash v. Union of India.
Prelims facts
- The Act covers five Central Armed Police Forces: the CRPF, BSF, CISF, ITBP and Sashastra Seema Bal (SSB), listed in its First Schedule.
- In Sanjay Prakash v. Union of India (23 May 2025), the Supreme Court said IPS deputation in CAPF posts up to the Senior Administrative Grade should be progressively reduced within two years.
- Section 3 of the Act opens with a non obstante (notwithstanding) clause that critics say overrides judicial precedents and orders.
Mains angle
GS2 separation of powers and GS3 security forces: the Act raises whether Parliament can override a judgment by law, and how career prospects of CAPF cadre officers weigh against the Centre's case for IPS leadership.

Mains angle
GS1 women's safety and GS2 judicial oversight: the Court is pushing preventive policing, such as patrolling, transport checks and a clear SOS response protocol, rather than action after a crime.

Plea in Supreme Court challenges appointment of CEC Gyanesh Kumar and two Election Commissioners
Indian Express, Page 5GS2Prelims
A writ petition under Article 32 (Suri Payala v. Union of India) challenges the appointments of CEC Gyanesh Kumar and Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi. It alleges non-compliance with Sections 5, 6 and 8(1) of the 2023 law on appointing election commissioners: the Search Committee named six people for two vacancies in 2024, and the appointees' profiles show no election experience. It seeks writs of quo warranto.
Prelims facts
- The 2023 law is the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023.

An explainer examines why edible oils have been among the items hit hardest by food inflation. The FAO Vegetable Oil Price Index stood at 198.6 points in September 2026, 18.3% above a year earlier, driven mainly by higher world palm oil prices.
