China's Ministry of Commerce and its customs authority announced on 19 October 2026 that, from 18 November, the export of tunnel-boring machines (TBMs) and some high-altitude construction machinery will be controlled as dual-use items, meaning goods with both civilian and military uses. The list covers full-face TBMs and their specially designed parts such as cutterheads, screw conveyors, concrete segment erectors and main drive systems, plus remanufacturing technology. It also covers walking excavators able to climb vertical obstacles over 1.2 metres and ford water deeper than 1.5 metres, and plateau-type wet shotcrete machines for areas above 3,000 metres with engines over 75 kW. Dredgers and drone-related items were also brought under revised controls.

India's solar mission Aditya-L1 has produced Doppler velocity images of the Sun's corona, the hot outer atmosphere, using its Visible Emission Line Coronagraph (VELC), The Hindu reported. The images show whether coronal plasma is moving towards or away from the observer, and so reveal the direction in which coronal mass ejections (CMEs) travel along the Sun-Earth line. Dr. V. Muthupriyal and her team at the Indian Institute of Astrophysics (IIA), Bengaluru, developed the software that processes VELC's data into these images. The technical details have been published in the Astrophysical Journal after peer review, and the processed images will be shared with the global scientific community.
Prelims facts
- Aditya-L1's VELC has produced Doppler velocity images of the solar corona that show whether plasma is moving towards or away from Earth.
- The processing software was developed at the Indian Institute of Astrophysics, Bengaluru, which also built VELC.
- VELC observes iron emission lines at 5303 Å, 7892 Å and 10747 Å; the 5303 Å channel currently gives the usable data.
- Aditya-L1 was launched on 2 September 2023 and has been in a halo orbit around L1, about 1.5 million km from Earth, since 6 January 2024.

India is hosting the 7th AgriVoltaics World Conference at Bharat Mandapam, New Delhi, from 21 to 23 October 2026, under the theme "Powering the Global South". The annual series began online in 2020 and was held in Freiburg, Germany, in 2025. An op-ed in The Indian Express on 21 October argues that agrivoltaics, or agri-photovoltaics (AgriPV), which lets farmers grow crops and generate solar electricity on the same land, can give them a new source of income. It says the Centre's PM-KUSUM scheme for farm solar is being expanded to create separate space for AgriPV, and that the effort should target small and marginal farmers, who it says make up about 86% of India's farmers.
Prelims facts
- The 7th AgriVoltaics World Conference is being held at Bharat Mandapam, New Delhi, from 21 to 23 October 2026, with the theme "Powering the Global South".
- Agrivoltaics (AgriPV) uses the same land for crops and solar power; designs typically aim to keep about 70% or more of sunlight at the crop canopy, the op-ed says.
- A 100 kWp Agri-PV pilot at ICAR-IARI, New Delhi, was inaugurated on 18 December 2025 with MNRE, NISE and GIZ as partners.
- PM-KUSUM (2019, MNRE) has three components: small solar plants on barren land, standalone solar pumps and solarisation of grid-connected pumps.
- The op-ed flags farmer trust, land ownership and inclusion of tenants and women farmers as key risks.

The Hindu, Page 8ExplainedGS2Prelims
On 15 October 2026 the Supreme Court upheld the Madras High Court's ruling against a Tamil Nadu order of 9 March 2024 that let converts to Islam from BC, MBC, DNC and SC groups obtain Backward Class Muslim certificates. The Court held conversion does not automatically place a person in a notified Muslim community, and that a certificate records legal status but cannot create it. It suggested an empirical study by the State's Backward Classes Commission.
Prelims facts
- Paragraph 3 of the Constitution (Scheduled Castes) Order, 1950 limits SC status to persons professing Hinduism, Sikhism or Buddhism.
- Article 342A, as amended by the 105th Amendment Act, 2021, recognises States' power to keep their own lists of socially and educationally backward classes.
- The Ranganath Misra Commission (2007) recommended delinking SC status from religion.
Mains angle
Feeds debates on religion and reservation: the ruling insists that backwardness be proved with evidence rather than carried over automatically on conversion.

How the U.S. crackdown on employment-based immigration affects skilled Indian workers
The Hindu, Page 7ExplainedGS2GS3
The U.S. administration has suspended several firms, including major Indian IT companies, Microsoft and Adobe, from the PERM labour certification programme. The H-1B fee was raised to $100,000 in September 2025, but federal courts struck it down in June 2026. Indians make up over half of PERM applications. Prelims facts
- PM Surya Ghar Yojana is a scheme for rooftop solar installations.
Mains angle
Offers an argument for low-cost decarbonisation of transport and job creation, useful for questions on electric mobility and energy transition.

Op-ed on China's proposed export controls on advanced AI technology
Indian Express, Page 12OpinionGS2GS3Prelims
China's Ministry of Commerce has proposed adding 23 advanced AI items to its catalogue of restricted or prohibited technology exports. Foundation models above 10^26 training FLOPs, 2 trillion parameters or in the global top 10 are covered. The controls apply to transfers such as model weights and code, not AI services.
