Social audit
In one line: A social audit is a public review, usually by the Gram Sabha, of the records of a programme: who worked, what was built, and who was paid.
How it works
Under MGNREGA, Section 17 required the Gram Sabha to conduct regular social audits of all projects in the panchayat. Records such as muster rolls (attendance sheets), bills and payment details are read out in public, and workers can say whether the entries match reality. Fake names, inflated measurements or unpaid wages often surface this way. Independent social audit units in the States facilitate the process.
Why it is in the news
The May 2026 draft grievance rules said that if a social audit or preliminary enquiry revealed prima facie financial irregularity, the District Programme Coordinator, after legal advice, must ensure an FIR is lodged. The final rules dropped this duty, weakening the formal link between what an audit finds and what follows.
