India is set to release captive-bred Great Indian Bustards (GIBs) into the wild for the first time, The Indian Express reported on 3 October 2026. Two male chicks, four to six months old, will be set free in Desert National Park near Jaisalmer, Rajasthan. Each will carry a radio tag so that scientists can follow its movement and behaviour after release. The step marks the official start of the 'rewilding phase' of Project GIB, a recovery effort under way since 2013. Rewilding here means returning animals bred in captivity to their natural habitat so that they add to the wild population. The chicks come from conservation breeding centres in Jaisalmer, where the Wildlife Institute of India (WII) has so far bred 98 bustards in captivity.

- The 2017 notification was a one-time, six-month window under the EIA Notification, 2006 for projects already in violation.
- The EIA Notification, 2006 was issued under the Environment (Protection) Act, 1986; its stages are screening, scoping, public consultation and appraisal.

A two-judge bench of the Supreme Court, Justices Dipankar Datta and Satish Chandra Sharma, has delivered a split verdict in the challenge to the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023. The judges differed not on whether the law is valid but on whether a bench of two could decide that at all. Article 145(3) of the Constitution requires a bench of at least five judges for any case involving a substantial question of law as to the interpretation of the Constitution. Justice Datta read this as applying where there are genuinely differing interpretations of a constitutional provision, not to every challenge to a new statute. Justice Sharma held that, with no authoritative precedent on the 2023 Act, a Constitution Bench should hear it. The judges jointly referred the matter to the Chief Justice of India to consider setting up a Constitution Bench.
Prelims facts
- Justices Dipankar Datta and Satish Chandra Sharma split on whether a Constitution Bench must hear the challenge to the CEC and other Election Commissioners Act, 2023, and jointly referred the matter to the Chief Justice of India.

India revises its Model Bilateral Investment Treaty a decade after 2015
The Hindu, Page 6OpinionGS2GS3Prelims
The Union Budget 2025-26 announced a revamp of India's Model Bilateral Investment Treaty to make it more investor friendly. The 2015 model was cautious, shaped by the 2011 White Industries award against India, and required five years of exhausting local remedies before arbitration; recent treaties with the UAE, Uzbekistan and Israel cut this to three years. The article argues the new model must define MFN, investor obligations, expropriation and fair and equitable treatment precisely.
Prelims facts
- India's previous Model BIT was approved in 2015, influenced by the White Industries Australia Limited vs Republic of India award (2011).
- UNCITRAL is exploring reforms to Investor-State Dispute Settlement, including a permanent tribunal and an appellate body.

Economist proposes climate damage payments to the Global South, conditional on carbon pricing
The Hindu, Page 10GS3Prelims
Economist Michael Greenstone, with Nobel laureates Abhijit Banerjee and Esther Duflo, proposes in the forthcoming book Just Economics that rich nations make direct, unencumbered payments to individuals in the Global South, not governments, for climate damage. Payments would depend on recipient countries pricing carbon. Greenstone cites the Surat Emissions Trading Scheme and suggests such deals could be bilateral, for example between the EU and India.
Prelims facts
- The Surat Emissions Trading Scheme, launched in 2019, achieved 99% compliance and cut particulate pollution by 20 to 30% when robustly enforced.
- An Emissions Trading Scheme, or cap-and-trade, sets a limit on total emissions and lets entities trade permits.
Mains angle
Links climate justice and historical responsibility to market-based mitigation; a proposal to cite on climate finance design.

Prelims facts
- Proposals from Turkey and Egypt focus on a grain and agricultural truce in the Black Sea, while the US proposal calls for an energy truce.
- The Shanghai Cooperation Organisation was established in 2001; India became a full member in 2017.
Mains angle
Shows India moving from calls for dialogue to a formal peace proposal, and how its position with both Russia and Ukraine supports a mediator role.

USTR says trade deal with India is not imminent as sticking points remain
Indian Express, Page 1GS2GS3
US Trade Representative Jamieson Greer said a trade deal with India is not imminent despite talks reaching final stages; he met Commerce Minister Piyush Goyal at the G20 Trade Ministers' Meeting. El Nino and post-monsoon dryness prompt calls for ecosystem-wide climate monitoring
Indian Express, Page 8GS1GS3Prelims
India faces a 12.6% rainfall deficit in the post-monsoon period, worsened by a strengthening El Nino, and the IMD expects extremely dry conditions across most of the country for the rest of the year. Ecologists have called for an emergency monitoring network that tracks soil moisture, vegetation stress and animal movement, since monitoring is fragmented across institutions. Uttarakhand has begun real-time monitoring of glacial lakes, including Vasundhara Tal.
Prelims facts
- El Nino is the unusual warming of surface waters in the eastern tropical Pacific Ocean.
- Western Disturbances are extratropical storms from the Mediterranean region that bring non-monsoon winter rain and snow.

Opinion: Delhi Forest Department's restoration of the Central Ridge criticised
Indian Express, Page 9OpinionGS3Prelims
The author argues that the Delhi Forest Department's restoration of the Central Ridge, an 8.5 sq km semi-wild tract, is damaging it: woody shrubs and old trees are being cleared along with vilayati keekar, riverbank species such as jamun and arjun are planted at 2,500 per hectare, and tenders required toxic anti-termite chemicals, some banned in India. The author also objects to plans for theme-park-like vans, Miyawaki forests, a bonsai park and gaushalas, and warns of winter aerosol dust and water scarcity.
Prelims facts
- Delhi's Central Ridge is part of the Aravalli Range.
- Prosopis juliflora (vilayati keekar), an invasive species, was introduced in Delhi in the 1920s.
Mains angle
Shows that ecological restoration needs native, site-appropriate methods, and that tree planting targets are not the same as forest restoration.

The project aims to map the port, locate shipwrecks and study sea level changes and the Cauvery's course.
Prelims facts
- Poompuhar, at the mouth of the Cauvery on the Bay of Bengal, was a port of the early Chola kings.
- Tamil texts such as Pattinappalai, Manimekalai and Silappathikaram describe Poompuhar as a cosmopolitan port with foreign contacts.

India's twin mechanism caps prices of scheduled drugs on the National List of Essential Medicines and limits annual MRP rises on non-scheduled ones.
Prelims facts
