India and Belgium sign a defence letter of intent and aim to double trade in five years

Why is a small European economy becoming a defence and chip partner for India?

Published 4 September 2026. Written by Pratidin from the reports linked at the end; every fact checked by a separate review before publishing. How we work

Belgian Prime Minister Bart De Wever visited India from 2 to 4 September 2026, accompanied by Theo Francken, Belgium's Minister of Defence and Foreign Trade. It was the first visit by a Belgian Prime Minister to India in two decades. After talks with Prime Minister Narendra Modi on 3 September, the two sides issued a joint statement. The two Defence Ministries signed a Letter of Intent that establishes a framework for regular exchanges. Belgium has appointed a Defence Attaché in New Delhi, and India decided to appoint a resident Defence Attaché in its Embassy in Brussels in the near future. The statement welcomed multiple agreements between the two countries' defence industries and announced a visit by the Belgian frigate Leopold I to India from 5 to 8 November 2026.

Other outcomes were a renewed MoU on renewable energy cooperation covering green hydrogen, solar energy, energy storage, offshore wind, bio-energy, small hydropower and pumped storage; an MoU between the Central Bureau of Investigation and the Federal Police of Belgium on transnational organised crime and cybercrime; and an India-Belgium Investment Fast-Track Mechanism. The leaders aimed to double bilateral trade in the next five years through sectors such as semiconductors, chemicals, pharmaceuticals, defence industry, critical minerals refining and recycling, and nuclear energy. Bilateral trade was $13.01 billion in 2025-26, and FDI from Belgium was about $4.2 billion between April 2000 and December 2025. They encouraged links between India's micro-electronics ecosystem and imec, Belgium's semiconductor research centre.

The visit builds on the conclusion of India-EU Free Trade Agreement negotiations at the India-EU Summit on 27 January 2026 and the first India-Belgium Strategic Dialogue, held in Brussels on 15 July 2026. Belgium condemned the April 2025 terror attack in Pahalgam, the two sides agreed to explore a Joint Working Group on Counter-Terrorism, and Belgium reaffirmed support for India's permanent membership of a reformed UN Security Council. On Ukraine, both backed a comprehensive, just and lasting peace through dialogue under the UN Charter. The statement recalled the sacrifice of more than 9,000 Indian soldiers in Flanders Fields in the First World War. The defence documents are frameworks, not purchase contracts: the Letter of Intent itself is described as setting up regular exchanges.

Prelims practice question

With reference to the visit of the Prime Minister of Belgium to India in September 2026, consider the following statements:
1. The Defence Ministries of the two countries signed a Letter of Intent.
2. India decided to appoint a resident Defence Attaché in its Embassy in Brussels.
3. India and Belgium signed a bilateral Free Trade Agreement.
Which of the statements given above is/are correct?

  1. 1 only
  2. 1 and 2 only
  3. 2 and 3 only
  4. 1, 2 and 3
Show answer

Answer: (b) 1 and 2 only. Statements 1 and 2 are correct as per the joint statement. Statement 3 is incorrect: Belgium is an EU member and trade agreements are negotiated by the EU; the joint statement refers to the India-EU Free Trade Agreement, whose negotiations concluded on 27 January 2026, not to a bilateral India-Belgium FTA.

Mains practice question

India's engagement with European states is widening from trade to defence and technology. Examine the significance of the September 2026 India-Belgium outcomes in this context. (150 words)

Model answer

The visit of Belgian Prime Minister Bart De Wever from 2 to 4 September 2026, the first by a Belgian PM in two decades, added defence and technology to a relationship long centred on diamonds.

Significance

  • Defence: a Letter of Intent between Defence Ministries, resident Defence Attachés in both capitals, industry agreements and a frigate visit in November 2026 diversify India's defence partners.
  • Technology: links with imec can support India's semiconductor ambitions.
  • Trade and investment: a target to double trade (worth $13.01 billion in 2025-26) in five years and an Investment Fast-Track Mechanism.
  • EU gateway: Brussels hosts the main EU institutions and NATO headquarters; the visit follows conclusion of India-EU FTA talks on 27 January 2026.
  • Security: CBI and Belgian Federal Police MoU on cybercrime; a proposed counter-terrorism working group; condemnation of the Pahalgam attack.

Concerns

  • The instruments are frameworks, not contracts; outcomes depend on follow-through.
  • Trade has long leaned on a few items such as diamonds.

The FTA and the new Strategic Dialogue can turn intent into co-production and investment. The visit shows India building European ties State by State alongside the EU track.

The basics

Why this matters

India's ties with Europe have two tracks. One runs through the European Union, which negotiates trade agreements for all its members. The other runs through individual States, which still control their own defence, policing and diplomacy. Belgium sits where the two tracks meet: it is a mid-sized economy, but its capital hosts the main EU institutions and NATO's headquarters. See Belgium in the EU and NATO.

What was agreed

Main outcomes of the September 2026 visit
  1. 1Letter of Intent on defenceFramework for regular exchanges between the two Defence Ministries
  2. 2Defence AttachésBelgium has one in New Delhi; India to post a resident one in Brussels
  3. 3CBI and Belgian Federal Police MoUCooperation against transnational organised crime and cybercrime
  4. 4Renewed renewable energy MoUGreen hydrogen, solar, storage, offshore wind, bio-energy, small hydro, pumped storage
  5. 5Investment Fast-Track MechanismTo ease investment between the two countries

Most of these are framework instruments. A letter of intent or an MoU records what the parties plan to do; it is not a purchase order. See Letters of intent, MoUs and joint statements.

The numbers

$13.01 billion
India-Belgium bilateral trade in 2025-26

The joint statement recalled the supreme sacrifice of more than 9,000 Indian soldiers in Flanders Fields during the First World War.

Foreign direct investment from Belgium into India was about $4.2 billion between April 2000 and December 2025. The diamond trade linking Antwerp with Mumbai and Surat remains an old anchor of the relationship.

Defence diplomacy in practice

Defence diplomacy uses military contacts, not just arms deals, to build trust: staff talks, ship visits, training and officers posted abroad. The permanent link is an attaché in the embassy; see Defence attachés and defence diplomacy. The Belgian frigate Leopold I is due in India from 5 to 8 November 2026.

Because trade agreements are negotiated by the EU, the bilateral trade goal depends heavily on the India-EU Free Trade Agreement.

Go deeper

In one line: Belgium's Prime Minister visited India from 2 to 4 September 2026, and the two countries signed a defence Letter of Intent, agreed to post Defence Attachés and set a goal of doubling trade in five years.

Why it matters for UPSC

The visit shows how India builds ties with Europe at two levels: the EU for trade, and member States for defence, security and technology. It is useful for GS2 questions on bilateral relations and on India's diversification of defence partners.

The core idea

Much of what was signed is framework diplomacy: a Letter of Intent, MoUs and a joint statement, explained in Letters of intent, MoUs and joint statements. The defence side rests on Defence attachés and defence diplomacy. The trade side cannot be settled bilaterally, because trade agreements for all members are negotiated by the EU; the relevant instrument is the India-EU Free Trade Agreement. Belgium matters beyond its size because Brussels hosts the main EU institutions and NATO headquarters, as set out in Belgium in the EU and NATO.

Numbers and dates to remember

  • Visit: 2 to 4 September 2026; talks on 3 September
  • First Belgian PM visit to India in two decades
  • Trade: $13.01 billion in 2025-26; goal to double in five years
  • FDI from Belgium: about $4.2 billion, April 2000 to December 2025
  • Frigate Leopold I visit: 5 to 8 November 2026
  • India-EU FTA talks concluded: 27 January 2026
  • 80th anniversary of relations: 2027

Where to go next

Go deeper: is this depth or display?

The case that it is significant. India has been widening its list of defence partners. A standing framework with a European defence ministry, backed by resident Defence attachés and defence diplomacy and industry agreements, creates channels for co-development and co-production. Technology links with imec, a leading semiconductor research centre, fit India's chip ambitions. Security cooperation now includes an MoU between the CBI and the Belgian Federal Police on cybercrime and a proposed counter-terrorism working group, with Belgium condemning the Pahalgam attack.

The case for caution. The main instruments are statements of intent. As Letters of intent, MoUs and joint statements explains, they are generally not binding contracts. The trade goal depends on the India-EU Free Trade Agreement, which is negotiated with the EU as a whole, not with Belgium.

The European angle. Engaging capitals such as Brussels gives India a voice close to EU and NATO decision-making, as outlined in Belgium in the EU and NATO. Belgium's support for India's permanent membership of a reformed Security Council adds a multilateral dividend.

What to watch. Whether India posts its resident Defence Attaché in Brussels, whether industry agreements lead to production in India, and whether trade grows in newer sectors such as semiconductors, chemicals and clean energy alongside the traditional diamond trade.

Defence attachés and defence diplomacy

How militaries build ties in peacetime

In one line: A defence attaché is a serving military officer posted to an embassy to represent the country's armed forces and manage defence ties with the host country.

What the post does

The attaché advises the ambassador on military matters, arranges visits of ships, aircraft and delegations, supports training exchanges and defence industry contacts, and serves as the day-to-day link with the host country's defence ministry and forces. Defence diplomacy is the broader use of such military contacts, including staff talks, exercises and port calls, to build trust and cooperation in peacetime.

Why it is in the news

Belgium has appointed a Defence Attaché in New Delhi, and India decided to appoint a resident Defence Attaché in its Embassy in Brussels. A visit by the Belgian frigate Leopold I is planned for November 2026.

Where to go next

India-EU Free Trade Agreement

Why trade with Belgium runs through Brussels

In one line: The India-EU Free Trade Agreement is the trade deal India has negotiated with the European Union as a single bloc.

Why the EU, not Belgium

The EU has a common external trade policy: tariffs and trade agreements for all member States are negotiated by the EU. So India cannot sign a separate tariff deal with Belgium. Talks with the EU began in 2007 as the Broad-based Trade and Investment Agreement, stalled in 2013, and were relaunched in 2022.

Why it is in the news

The India-Belgium joint statement hailed the successful conclusion of negotiations for the India-EU Free Trade Agreement at the India-EU Summit on 27 January 2026. The goal of doubling India-Belgium trade in five years leans on this agreement.

Belgium in the EU and NATO

Why a small State carries weight in Europe

In one line: Belgium is a founding member of both the European integration project and NATO, and its capital hosts the main EU institutions and NATO headquarters.

Belgium's place

Belgium was one of the six founding members of the European Economic Community under the Treaty of Rome, 1957, and one of the 12 founding members of NATO under the North Atlantic Treaty of 1949. Brussels hosts the European Commission, the Council of the EU and NATO's headquarters. The port city of Antwerp is a global hub of the diamond trade.

Why it is in the news

The September 2026 visit gives India a defence and technology partner inside both the EU and NATO. The joint statement noted that Belgium is the world's 24th biggest economy.

Where to go next

Letters of intent, MoUs and joint statements

What each diplomatic document actually commits a country to

In one line: Letters of intent, memorandums of understanding and joint statements are framework documents that record shared plans; they are generally not binding contracts or treaties.

The difference

A letter of intent signals that two parties intend to work together in a field and sets up a process, such as regular exchanges. A memorandum of understanding (MoU) records agreed areas and methods of cooperation, often between specific agencies, such as the CBI and a foreign police force. A joint statement is the leaders' public account of what they discussed and decided. A treaty creates binding obligations. Actual purchases need separate contracts.

Why it is in the news

The India-Belgium defence Letter of Intent establishes a framework for regular exchanges between the two Defence Ministries. Its value will depend on what follows.
