The Indian Express Explained page of 15 September 2026, a day after Hindi Diwas, revisits how the Constituent Assembly resolved India's language question. On 14 September 1949, after debating the draft provisions on 12, 13 and 14 September, the Assembly adopted the Munshi-Ayyangar formula, named after K.M. Munshi and N. Gopalaswami Ayyangar. It now forms Part XVII of the Constitution (Articles 343 to 351). Article 343(1) says the official language of the Union shall be Hindi in Devanagari script, and that the numerals used for official purposes shall be the international form of Indian numerals. Article 343(2) let English continue for all official purposes of the Union for 15 years from the commencement of the Constitution, and Article 343(3) allowed Parliament to provide by law for its use after that. The formula used the term 'official language', not 'national language'. The Union Home Ministry marked Hindi Diwas 2026 with the 6th All India Official Language Conference.

An op-ed in The Indian Express on 15 September 2026 argues that the Election Commission (EC) should move from the document-heavy Special Intensive Revision (SIR) of electoral rolls to an Aadhaar-based check. The SIR is a house-to-house re-verification of every elector that began in Bihar in June 2025. Phase I (Bihar) ended in September 2025 with about 47 lakh names deleted. Phase II covered nine States and three Union Territories from October to December 2025 and deleted about 5.18 crore names. Phase III, announced on 14 May 2026, covers 16 States and three Union Territories. The op-ed puts total deletions since June 2025 at over 13 crore. On 27 May 2026 the Supreme Court upheld the SIR as consistent with the Representation of the People Act and within the EC's mandate. According to the op-ed, the Court also made clear that deciding citizenship is for the Ministry of Home Affairs (MHA), not the EC.

The Insolvency and Bankruptcy Board of India (IBBI) has issued a discussion paper proposing four changes to the insolvency resolution process for personal guarantors to corporate debtors, with comments invited until 3 October 2026. The Indian Express reported on 15 September 2026 that the proposals follow a National Company Law Tribunal (NCLT) order in the case of Subhash Chandra, whose personal guarantees backed loans to Essel Group companies. On 25 August 2026 a single-member NCLT bench rejected lenders' objections and approved a repayment plan under which he would pay ₹6.5 crore against admitted creditor claims of about ₹22,006.57 crore, a haircut of 99.97%. A haircut is the share of admitted claims that creditors give up. Some lenders, including HDFC Bank and LIC Housing Finance, said they would challenge the order before the National Company Law Appellate Tribunal (NCLAT).
Prelims facts
- The IBBI's discussion paper (comments until 3 October 2026) proposes four safeguards in the insolvency resolution process for personal guarantors to corporate debtors.
- Creditors who are related parties of the guarantor, as defined in Section 5(24A) of the IBC, would have a nil voting share on the repayment plan.
- In Lalit Kumar Jain v. Union of India (2021), the Supreme Court held that approval of a company's resolution plan does not by itself discharge a personal guarantor.
- On 25 August 2026 the NCLT approved Subhash Chandra's plan to pay ₹6.5 crore against admitted claims of about ₹22,006.57 crore, a 99.97% haircut.

Scientists at the Quantum Information and Computing (QuIC) laboratory of the Raman Research Institute (RRI), Bengaluru, led by Urbasi Sinha, have developed a 'single-shot' technique to tackle decoherence, one of the central obstacles to building quantum computers, The Indian Express reported on its front page on 15 September 2026. The results were published in the American Physical Society's journal Physical Review A. The method applies a single 'flip' operation to an entangled quantum system. Depending on when the flip is applied, it can delay decoherence and, in some cases, entirely avoid 'entanglement sudden death', the abrupt loss of entanglement. The study suggests that the timing of an operation can itself be used as a tool to control quantum states.
Prelims facts
- RRI Bengaluru's QuIC laboratory, led by Urbasi Sinha, showed that a single, well-timed flip operation can delay decoherence and in some cases avoid entanglement sudden death; the work was published in Physical Review A.
- Decoherence is the loss of a system's quantum behaviour through interaction with its environment.
- Entanglement sudden death is the abrupt disappearance of entanglement before normal decay would remove it.
- National Quantum Mission: approved 19 April 2023, ₹6,003.65 crore for 2023-24 to 2030-31, targeting quantum computers with 50 to 1,000 physical qubits in eight years.

Finance Ministry: no bank charges on UPI payments up to Rs 2,000 and RuPay debit card payments
Indian Express, Page 1GS3Prelims
The Ministry of Finance notified that banks cannot levy charges on UPI transactions up to Rs 2,000 and on RuPay debit card payments, leaving room for charges on higher-value person-to-merchant (P2M) UPI payments. The UPI and Services Steering Committee, led by NPCI, will decide those charges. The notification follows the Taxation and Other Laws (Amendment) Bill, 2026, and aims to keep the UPI ecosystem financially sustainable.
Prelims facts
- The Taxation and Other Laws (Amendment) Bill, 2026 amended Section 10A of the Payment and Settlement Systems Act, 2007, removing the bank-charge exemption for electronic payments mandated under Section 269SU of the Income Tax Act, 1961.
- Section 269SU applies to businesses with annual turnover above Rs 50 crore; there has been no MDR on RuPay debit cards and UPI since January 2020.
- Only 4% of P2M UPI payments exceed Rs 2,000 but they make up about two-thirds of transaction value; the 2025-26 subsidy payout for low-value BHIM-UPI and RuPay debit card transactions to small merchants was Rs 2,196.21 crore.
Mains angle
Digital payments and financial inclusion: the move keeps UPI payments up to Rs 2,000 and RuPay debit card payments free while allowing charges on higher-value P2M payments (industry officials suggest 0.4-0.5% MDR) to keep the UPI ecosystem financially sustainable.

Experts back front-of-pack warnings when any single nutrient is high
Indian Express, Page 8GS2Prelims
As the Supreme Court hears a petition for mandatory Front-of-Pack Labelling (FOPL) on packaged foods high in fats, sugar or salt, global experts and ICMR-NIN say a warning should be triggered when any single nutrient is high. FSSAI proposed red hexagonal warning labels in two phases, initially triggering warnings only when a food is high in two of three nutrients. Experts recommend one label per high nutrient, black hexagons for contrast, and thresholds based on energy density, tightened gradually to push reformulation.
Prelims facts
- FSSAI's FOPL proposal moves from a two-of-three-nutrient trigger in phase one to single-nutrient triggers in phase two.
- ICMR-NIN's Dietary Guidelines for Indians, 2024 are the reference for setting nutrient limits.
- Evidence from Chile shows consumers see products with more warning labels as less healthy.
Mains angle
Public health and food regulation: experts argue that stricter, clearer warning labels can curb consumption of unhealthy packaged food and push industry reformulation.
