India and Vietnam agree to co-produce Indian defence equipment at 19th Joint Commission

External Affairs Minister S. Jaishankar and Vietnam's Foreign Minister Le Hoai Trung co-chaired the 19th India-Vietnam Joint Commission on Trade, Economic, Scientific and Technological Cooperation in New Delhi, The Indian Express reported on 15 September 2026. The two sides agreed to deepen defence and security cooperation, 'including through co-production of Indian defence items', and welcomed Vietnam's engagement under India's Indo-Pacific Oceans Initiative. Jaishankar called Vietnam 'a key partner in India's Act East Policy, in Vision MAHASAGAR, and in its outlook of the Indo-Pacific'. The previous Joint Commission was held three years earlier. The ministers agreed to observe 2027 as the Year of India-Vietnam Friendship, marking 55 years of diplomatic relations, which India established with North Vietnam on 7 January 1972.
The meeting reviewed the Enhanced Comprehensive Strategic Partnership, to which ties were raised during Vietnamese leader To Lam's state visit to India in May 2026. Vietnam is the first country in its region with which India has this tier. The relationship had become a Strategic Partnership in 2007 and a Comprehensive Strategic Partnership during Prime Minister Modi's visit to Vietnam in September 2016. Besides defence, the agenda covered trade and supply chains, market access for Indian agricultural and pharmaceutical products, nuclear energy, space and people-to-people ties. MAHASAGAR stands for Mutual and Holistic Advancement for Security and Growth Across Regions, India's maritime vision that builds on SAGAR (Security and Growth for All in the Region), first outlined by the Prime Minister in Mauritius on 12 March 2015.
Defence is the oldest strand. India extended a $100 million defence line of credit on 15 September 2014, under which Larsen & Toubro built 12 high-speed guard boats for Vietnam, and Prime Minister Modi offered a $500 million defence line of credit in September 2016. Two further lines of credit, of $120 million and $180 million, were signed between the two countries in 2024. On 22 July 2023 India handed over the missile corvette INS Kirpan, a Khukri-class ship commissioned in 1991, to the Vietnam People's Navy. Co-production would move the relationship from India financing, selling or gifting equipment to the two countries building it together, in line with India's aim of growing as a defence manufacturer and exporter.
